The Voluntary Adult Top-Level Domain (TLD) - .xxx

The Internet Corporation for Assigned Names and Numbers (ICANN) decided on June 1st, 2005 that ICM Registry's application for a new sponsored top-level domain (sTLD), submitted in March 2004, met ICANN's objective criteria. ICANN then instructed its President to enter into technical and commercial contract negotiations with ICM Registry. The .xxx top-level domain will create a clearly identifiable area of the Internet so that Internet users can be more informed when choosing to select or avoid adult entertainment sites.

What Are the Benefits of the .xxx TLD?

• For willing adult consumers of adult entertainment, the Best Business Practices incorporated into the .xxx registration agreement will bring a greater degree of confidence and certainty to their online experience.
• For adult entertainment providers, identifying themselves as compliant with a comprehensive set of Best Business Practices is expected to provide more predictable revenue streams, greater customer retention and fewer complaints as regulators and others will see adult entertainment providers take a proactive and responsible approach to their web presence.
• For individuals or families wishing to avoid adult content, the machine- readable labels will allow easy and reliable filtering.
• In addition, the introduction of .xxx creates a credible, self-regulated forum for all stakeholders to discuss and actively respond to concerns about online adult entertainment.

The .xxx TLD is private-sector-supported, market-driven and non-regulatory, and it has drawn the support of a broad coalition of Internet stakeholders globally, including:

• Child and family safety groups
• Leaders and members of the global adult entertainment industry that have agreed to participate voluntarily
• Free speech, privacy and security advocates
• Information technology (IT) experts
• Public policy leaders

What Best Business Practices Must .xxx TLD Registrants Follow?

Participating Internet content and service providers recognize that visible and responsible self-regulation is essential to the adult entertainment industry's continuing viability in the global marketplace. Internet content and service providers that voluntarily register .xxx domain names will adhere to a high-level set of business practices established by the non-profit sponsor of the .xxx TLD, the International Foundation for Online Responsibility (IFFOR), and embodied in an enforceable contract between the domain name registrant and ICM Registry.

.xxx registrants will be expected to adhere to the following Best Business Practices:

• Safeguard children from being marketed or targeted online
• Defend customer privacy
• Use and promote accurate labeling and meta-tagging
• Ensure clear and accurate disclosures, security of transactions and contact information
• Protect intellectual property rights
• Combat the use of unlawful malicious codes and technologies (e.g., spoofing)
• Oppose fraudulent, anonymous and unsolicited bulk SPAM advertising adult entertainment

IFFOR will preserve the credibility of these practices through regular revisions and updates to accommodate developments in technologies and societal expectations.

Who Will Run the .xxx TLD?

ICM Registry will operate the registry. ICM Registry is a financially stable and completely independent entity with no affiliation, current or historic, with the adult entertainment industry. The International Foundation for Online Responsibility (IFFOR) is the sponsoring organization.

IFFOR is a non-profit entity that will serve as the policy-making body for the .xxx TLD. IFFOR is and will remain independent from ICM Registry and will have its own board of directors representing all stakeholders, including child safety representatives, members of the free speech community and adult entertainment industry leaders.

IFFOR's mission includes contributing programs and tools to make a difference in the continuing battle against child pornography and establishing a forum for the online adult-entertainment community to communicate and proactively respond to the needs and concerns of the broader Internet community.

IFFOR will be funded primarily by $10 (U.S.) annually from every .xxx domain registered and will engage in various programs and activities, including:
